Russians are tweaking the laws so that crimes on the "annexed" territories of Ukraine aren't crimes "if they were directed to the defense of the interests of the Russian Federation" up to the 30th of September. So if a Russian soldier committed rape there, it's fine.

If you see somebody insinuating Russians weren't ENCOURAGED and essentially issued a permission to commit those crimes, they are lying to you. Russia created an extrajudicial "state of exception" with its invasion and is prepared to set it in the law.
